（吉隆坡17日讯）云顶高原“封山”半个月，云顶（GENTING,3182,主板消费产品服务组）17日继续走低，一度急挫9.3%。

云顶股价周二继续走低，盘中曾下滑33仙，降至3令吉22仙，闭市报3令吉23仙，全天下跌32仙或9.01%，市值蒸发34亿8840万令吉。如果比较1个月前的5令吉44仙股价，云顶至今下跌2令吉21仙。

负责经营云顶高原的云顶大马（GENM,4715,主板消费产品服务组）相对靠稳，全天游走于1令吉89仙至2令吉16仙，最终以平盘价2令吉10仙挂收。

为了遏制疫情扩散，首相丹斯里慕尤丁宣布全国实施封闭式管制措施，从18日至31日期间限制国人行动。至于游客也不可在这期间入境我国。云顶也配合政府，在周二早上宣布，从即日起关闭云顶所有酒店，直到3月31日，所有住客都须在周二中午前退房。

美2座赌场暂时关闭

云顶大马公布，云顶名胜世界（RWG）、阿娃娜名胜世界、基惹名胜世界和浮罗交怡名胜世界将在18日至3月31日暂时关闭。此外，该公司美国两座赌场──纽约市名胜世界赌场（RWNYC）和卡斯基名胜世界（RWC）也将暂时关闭至另行通知为止。

冠病肆虐影响国际旅游，穆迪投资服务把云顶的“Baa1”评级，和云顶新加坡的A3评级，设于正在下调评级的检讨位置上。这两大公司的前景评级，也从“稳定”下调到“检讨中”。

疫情扩散的恐惧，导致国际旅客踟蹰不前，势将影响云顶盈利，尤其圣淘沙名胜世界和大马名胜世界，是其最大营收来源，营运表现势走疲。

穆迪副总裁兼资深信贷员说，受疫情冲击的程度尚未明朗，云顶财务缓冲有限，其Baa1评级存在下行风险。

早在疫情未爆发前，穆迪曾预期云顶2020年信贷走疲，主要是发债用于拉斯维加斯名胜世界的庞大开销。

“云顶子公司的云顶大马，也因2019年8月收购帝国度假村而信贷转弱，必要时云顶大马需承担上述债务。”

疫情扩散势使云顶盈利疲弱，信贷可能弱化至Baa1评级以下。

单在去年，云顶的负债比升至4.3倍，相比2018年3.3倍（以债务对比息税前盈利）。保留现金流对比债务，则从16%挫至12%。

穆迪估计云顶息税前盈利按年比下跌20%，负债比将走弱至5.4倍，保留现金流对比债务，则弱化至低于10%。

穆迪看好云顶流动资金，截至2019年12月杪仍有300亿令吉现金，资产负债平衡表的负债达330亿令吉。

“云顶集团的主要现金，掌管在各大子公司，包括持股53%的云顶新加坡，49%持股的云顶大马，和持股55%的云顶种植（GENP,2291,主板种植组）；这也使云顶无法尽纳其内。”

穆迪因而提醒，可能基于以下原因，下调云顶评级：

●举债进行收购，造成高负债，执行又呈风险；

●新加坡圣淘沙名胜世界与云顶名胜世界业务表现不如预期；

●财务管理或者营运地区的监管环境转变。

至于促成信贷下调的原因，包括债务对息税前盈利走高至4到4.5倍，保留现金流对比债务低于10%至15%，且持续一些时候。此外，资金状况与现金流受侵蚀，也可冲击评级。

行动管制若延长失血加快·云顶最伤·彩票阵痛
                                               

（吉隆坡18日讯）行动管制今日起落实，分析员估计云顶高原“封山”将造成至少2亿5000万令吉损失，而开彩喊停也会导致彩票公司流失逾亿收入，尽管市场普遍已消化这些利空，惟万一冠病疫情未改善而促使行动管制延长，届时博彩业恐怕将面对更严重的冲击。
博彩股走势参半
博彩类股今日走势参半，云顶（GENTING,3182,主板消费产品服务组）跌13仙，至3令吉10仙；云顶大马（GENM,4715,主板消费产品服务组）升2仙，至2令吉12仙。
成功多多（BJTOTO,1562,主板消费产品服务组）跌8仙，至2令吉10仙；万能（MAGNUM,3859,主板消费产品服务组）挫10仙，至1令吉76仙。
达证券表示，虽然博彩业者暂停营运，盈利将会受到一定程度的伤害，但为保护长远利益来说，是无可避免的阵痛。相比之下，更为令人感到忧虑的是，即使3月结束控管以后，可能疫情并未缓解并持续依旧进行控制，这是最大的风险所在。
云顶大马冲击大
大马业务少赚2.9亿 美业务日损420万
博彩领域中，备受冲击的莫过于云顶大马。达证券表示，云顶大马旗下大马的4座酒店与度假村暂停营运截至3月31日，与此同时，美国纽约两项业务也宣布暂停，该行预测美国业务将停运14天左右。
达证券预测，大马业务停运期间，将导致云顶大马营业额损失2亿8722万令吉，占大马营业额的3.8%左右；至于美国业务方面，每天面临的损失额为420万令吉。
安联星展研究补充，美国业务对云顶大马的盈利贡献低于15%。
艾芬黄氏研究表示，云顶大马每日营业额介于1800万至1900万令吉左右，按停业最少14天计算，云顶大马将少赚2亿5000万令吉。此外，正在建筑的主题乐园也喊停，这可能会导致原定在今年第三季投运的计划需要再度展延。该行看淡云顶大马今年的访客人数，料无法取得成长。
艾芬黄氏不排除大马政府会仿效澳门政府方式，将人数区隔，无法全面赌博，相信这会影响云顶大马的盈利。无论如何，今年2月云顶大马博彩业务的营业额已经有下跌迹象。
澳门赌场在沙斯期间，新增营运条例包括赌客必须坐着、7人座的赌桌、赌客需有间隔、赌客人数不能超过4人、员工必须佩戴口罩及测量体温、老虎机亦不可全面使用，需做出隔离。
安联星展假设，云顶大马“封山”期间，预期2020财政年访客人数将跌1%，至2710万人，盈利可能下滑6.1%，至8亿零800万令吉。
测字业减少开彩日
营收料承压
至于测字领域方面，安联星展表示，在管制期间将会减少6个开彩日，而2020财政年全年开彩日共为167个，因此这段期间预计成功多多及万能的盈利将各别减少3.8%及4.3%。
达证券假设，成功多多每次开彩的营业额约1970万令吉，这次的损失约1亿1820万令吉，相等于3.5%的营业额。
不过，艾芬黄氏不排除，政府将允许测字游戏业者进行特别开彩，因1999年立百病毒疫情时，政府亦在当时推行特别开彩，值得关注的是，目前特别开彩次数为8天，此前特别开彩次数为22天。
安联星展对测字游戏相当乐观看待，并相信执法单位会更严格打击非法业者，且成功多多与万能的周息率也相当诱人，两者周息率为8%及6%。
达证券补充，万一上述博彩业者无法从保险公司获得理赔，那么今年云顶大马的盈利预测可能下滑23.5%、云顶盈利跌8.1%、成功多多盈利则下滑3.9%。

同时，大马取消2020年旅游年，以及新加坡的旅行禁令，势必影响旅游业复苏。



行家建议：

我们预计，即便冠病疫情在上半年受控，下半年访客复苏速度还是相当缓慢，因为对公共卫生的忧虑难立刻消散，没办法即刻恢复过往辉煌。



在种植方面，我们将棕油价格今年预估，从每公吨2600令吉降至2400令吉，云顶种植（GENP，2291，主板种植股），财测也跟着下调20%。

考量上述因素后，我们将云顶今年财测大砍48.5%。不过，明后两年的财测调高3.3%和2.9%，相信疫情稳定后需求可回升。



今年至今，云顶股价已经跌49%，过度反映了对冠病大流行的恐惧，低价反而显现了该股的价值。

该股目前在3.6至6.3倍的企业价值对除息税摊销折旧前盈利水平交易，远低于区域同行至9倍。

目标价跟着下调至5.64令吉，但还是有逾70%的上涨空间，我们建议买入该股，日本赌牌是潜在利好。
