KUALA LUMPUR: Datasonic Group Bhd has bagged a RM292.2mil contract from the Ministry of Home Affairs for the supply of MyKad, the group told Bursa Malaysia on Friday.

The group said it will supply four million new raw MyKad with 100% polycarbonate material and new security features to the National Registration Department for six months starting Jan 1, 2014 to June 30, 2014 for RM71mil.

Subsequently, it will provide 10 million MyKad with the same features to the National Registration Department for two years from July 1, 2014 to June 30, 2016 for RM220.2mil.

“The contracts are expected to contribute positively towards the future earnings and net assets per share of Datasonic Group for the financial period ending Mar 31, 2015, and the financial periods thereafter for the duration of the contracts and will not have any effect on the share capital and substantial shareholders’ shareholdings of Datasonic Group,” it said.

Since Bursa Malaysia issued a trading  caution on Datasonic’s  stock  on 1 April,  its  share price has retraced by  41.2% over the last two weeks. However, we reiterate that its fundamentals remain intact as we foresee earnings  to  be  driven  by  its  MyKad  and  passport  contracts.  We  keep our  MYR4.08  FV  but upgrade our call to BUY (from Neutral),  given the recent share price weakness, which offers over 40% upside to our FV.

• Widespread  selldown  despite  positive  announcements.  Datasonic Group (Datasonic)’s share price has  dropped by 41.2% over the last two weeks  after  hitting  a  high  of  MYR4.85  on  1  April.  This  is  despite  new contracts announcement on Bursa  Malaysia. In particular,  the group has bagged  a  MYR5.4m  contract  awarded  by  Majlis  Perbandaran  Pulau Pinang  for  the  supply,  installation  and  maintenance  of  closed-circuit television  (CCTV)  cameras  on  the  Penang  island.  It  has  also  been appointed as the main sub-contractor to set up a one-stop visa centre for Indonesian workers in Malaysia.
• Fundamentals  remain  intact.  Fundamentally,  we  believe  Datasonic’s businesses are as per usual. The group had an outstanding orderbook of 4m copies of  MyKad  as of Dec 2013.  In view of the  successful rollout  of the  new  MyKad,  which  has  improved  security  features  to  help  combat identity fraud-related crimes,  our FY14F and FY15F earnings estimates are still  premised  on our assumption  that  the group would secure  a new order  of  10m  cards  worth  MYR180m-190m.  In  addition,  we  expect  its earnings  growth  to  be  driven  by  the  full-year  contribution  from  its provision of  photopages  for  the  new Malaysian passports.  Note that the contribution from this passport contract only started in 2H2013.
• Upgrade to BUY.  With  its fundamentals remaining  largely  intact as we foresee  earnings  growth  to  be  driven  by  its  MyKad  and  passport contracts,  we  leave  our forecasts  and  MYR4.08  FV  (based on  a  25.0x CY15 P/E)  unchanged. Nonetheless,  we upgrade  our  call to BUY (from Neutral)  given the recent share price weakness, which  offers over 40% upside to our FV.
• Risks. Key risks include possible delays in contract awards and revenue concentration on its MyKad contract.

分析
興業研究指出，此宣佈是在預期之中，但合約價值略高於早前預測的1千800萬至1千900萬令吉。從管理層處得知，這是由於合約中包含了耗材的成本在內。

另一方面，德達飛訊宣佈獲准延長現有的400萬張大馬卡合約，這批大馬卡原應在2013年12月杪交付，無論如何，由於產能受限，管理層將此合約挪後至2014年，在延長合約後，該集團如今同意在今年6月杪交付400萬張大馬卡。

由於此宣佈大致符合預期，因此該行未改變財測，該行現有的盈利預測已納入此項新合約的貢獻。

（吉隆坡18日讯）德达飞讯（DSONIC，5216，主板贸服股）获内政部颁发两项大马卡（MyKad）供应合约，共值2.92亿令吉，从而激励股价强势攀高，盘中一度飙涨66仙或21%，报3.78令吉。

股价倍受追捧的德达飞讯，更成为全场第二大上升股榜，闭市时，起50仙，或16%，收报3.62令吉，全日共2255万2000股易手。

该公司于今日中午向马交所报备，接获内政部颁发的大马卡供应合约，这两项合约加总金额为2亿9220万令吉。

首项合约价值为7200万令吉，将为国民登记局供应400万张全新且具备新保安特色的聚碳酸酯大马卡（polycarbonate MyKad）。

合约期限为6个月，由1月1日至6月30日。

第二项合约价值达2亿2020万令吉，为国民登记局供应1000万张聚碳酸酯大马卡以及相关列印配备。

这项合约期限长达两年，即从7月1日起至2016年6月30日。

在第二项合约中列明，除了大马卡，德达飞讯必须为国民登记局供应总值约1689万令吉的列印与资讯科技配备，作为该项合约的增值服务。

报备文件指出，德达飞讯必须支付910万5000令吉的履约保证金予内政部，首项与第二项合约的履约保证金，分别为630万令吉及550万5000令吉。

近日股价异常波动

近期传出多项并购传言的德达飞讯，近日来股价波动甚巨，本月初更一度飞涨至4.85令吉高点。

不过，德达飞讯股票与凭单价格异常大涨引起马交所关注，除了也在上周更发布文告奉劝投资者需谨慎。

德达飞讯今年初以来波动异常，在2月18日遭发出“不寻常市场活动”（UMA）质询。

马交所更于本月初向投资者发出“谨慎与明智投资劝告”。

德达飞讯之后股价节节败退，在周三时以2.85令吉挂收，写下2月18日以来最低水平。

今年初至本月17日，德达飞讯累积涨幅达47%或1令吉。

“買進”評級的背後

德達飛訊集團（DSONIC，5216，主板貿服組）是近期備受市場關注的股項之一，該公司股價從年初至4月1日的歷史新高時已激增約128%。

股價上揚的利好主要是該公司為大馬卡更新措施的主要受惠者，加上近期宣佈耗資2千190萬令吉收購台灣聯友（FPI，9172，主板消費品組）旗下智能卡製造廠，長期展望再受看好，儘管如此，股價如此迅速飆升並不能排除其實是市場在炒作。

令人擔心的是，分析員發現機構投資者持有該股的比例甚微，這意味著股價的上揚主要是散戶在參與推動。

值得一提的是，這“展望良好“的股項只有一家證券行研究，且該證券行自去年11月開始分析該股至今年3月，已5度調高該公司目標價，上調的幅度約100%，最近的報告更使用高達26倍本益比作估值，且當股價來到歷史高位時也仍不猶豫地“喊買”。

分析員在進行估值的時候，一般會儘量將所知的利好或利空計入估值和目標價內，該證券行短短4個月內5度調高目標價，是意味著該證券行“粗心”？還是另有“打算”？

雖然使用26倍本益比來估計一家高成長科技股未必是不合理的計算，但在短時間內從原本保守地使用16.5倍本益比增至最近的26倍，期間最多只公佈兩輪業績季度報告，又沒有其他更強力的理由支持，有為股價走勢推波助瀾之嫌。

隨後在4月4日，有報導指該股不斷寫下新高，被大馬股票交易所列為“指定股”的可能性很高，打擊該股於當日暴跌22.6%至3令吉64仙，並於一週後再跌20%，引起投資者一片慌亂。

正當投資者疑慮是否該趁低買進之際，該證券行於4月17日再出報告強調“買進”評級，該股在即當日回揚9.4%，對該股的無限“支持”實在耐人尋味。

這不僅讓人想起2008年美國次貸危機前，穆迪（Moody's）、標準普爾（Standards & Poors）和惠譽（Fitch）等國際大型評級機構不斷唱好次級貸款相關證券，引起全球機構和個人投資者瘋狂購買的情況。

無論如何，投資者預期證券行分析報告該是中立的，但我國的股票分析研究所一般都附屬證券行或投資銀行，其中夾雜多少利益矛盾則不是外行人所能窺見的，若因此而公佈具私利心的投資建議則是違背公眾信任，監督單位應當進行調查。

為不願讓民眾受害於不專業的投資建議，證券監督委員會在發放投資顧問執照方面非常謹慎，僅大型金融機構能夠獲得；惟這並不代表國家銀行或證券監督委員會等監管單位就可因大行的專業而疏於監督其操守。

此外，監督單位在管控資本市場秩序方面不該矯枉過正，隨著國內高等教育逐漸普及，有才能的金融人才比所知的更能幹，監管單位應開發部份執照予民間人才，而不讓銀行專屬。

若配合監督工作，就能在民間培養專業人才，讓市場有更多不同角度與全面的分析報告提供給投資者，避免讓特定大行影響力過大，濫用力量操縱市場的事情發生。（星洲日報／焦點評析：劉國通）

財經記者的工作與股市密不可分，從富時綜合指數走勢、企業財報到企業活動等，我們都得一一整理，但經過長時間的接觸後，往往會發現大馬企業的文告，特別是回覆大馬股票交易所質詢的文告內容幾乎長得一模一樣。

馬股近來小股當道，許多小資本股都漲翻天了，交易所循例向他們發出“股票異常交易”質詢，得到的回覆總是“不知情”，結果股票漲勢還是砍不斷，實情卻沒有人知道，交易所卻也做不了甚麼，只能勸告投資者審慎交易。

以德達飛訊集團（DSONIC,5216,主板貿服組）為例，前一刻回覆交易所對股價異常波動原因毫不知情，卻在1至2個月後就接連不斷釋出接獲巨額新訂單的利好消息，雖然部份訂單是從去年挪至今年，但公司卻以一句“不知情”輕描淡寫帶過，誠意令人懷疑。

熟悉商業運作的人都知道，一般合約往往需要2至3個月，甚至更長的時間洽商才能達成協議，因此這邊廂洽商工作進行中，那邊廂股價卻劇烈波動，不免令人懷疑是否消息提前走漏導致股价暴漲。

雖說商場如戰場，企業為免中途剎出程咬金，破壞好事的苦心我們當然能夠理解，但是這可是違背了上市公司應對投資者給予透明信息的承諾，更有包庇局內交易的嫌疑，而交易所也未見對這些企業採取任何秋後算賬動作。

如果放縱情況持續下去，對投資者而言一點都不公平，為保障投資者應有權益，交易所應該採取更多的監管措施，杜絕類似事件再次發生，否則其他企業有樣學樣，那麼有序的股市恐怕離我們越來越遠了。（星洲日報／財經小品：洪建文）

国家印刷竞标 传赛莫达领跑

（吉隆坡26日讯）消息称，土著钜商丹斯里赛莫达或成为竞标大马国家印刷有限公司（PNMB）的领跑者。

《The Edge》财经周刊引述消息报道，其他竞标者还包括马来前锋报（UTUSAN，5754，主板贸服股）和德达飞讯（DSONIC，5216，主板贸服股）。
“目前竞标者有3家，不过献购价偏低，仅达8000万令吉。政府或需重审脱售PNMB的计划。”

PNMB在2013财年净赚1300万令吉，营业额报1亿1850万令吉。

传出价8000万

若以2012财年2080万令吉的净利估算，8000万令吉的收购价仅是净利的4倍。

由于该公司负责政府部门的打印项目，故市场认为，8000万令吉的价位偏低。

PNMB在全国各地的“黄金地点”拥有12个办事处，其中陈秀连路的办公楼就占地8万3000平方尺（近2英亩），保守估计每平方尺价200至250令吉。

据悉，出价8000万令吉的是SuteraBakti，惟市场认为价位偏低。

Sutera Bakti的两大股东分别是持70%的阿末再益，和持30%股权的阿末查基。两者和赛莫达均有关联，因阿莫末益和阿末查基分别涉及贸易风机构和联马置地的交易活动。

Sutera Bakti的董事是莫哈末沙立夫，为赛莫达私人公司SeaportTerminal（柔佛）私人有限公司的执行人员。

市场也称，赛莫达通过Nilam Setar私人有限公司，也在马来前锋报持有14.8%的股权。【南洋网财经】

待大马卡配油补贴获批 传德达飞讯获3亿政府合约

（吉隆坡2日讯）消息披露，德达飞讯（DSONIC，5216，主板贸服股）即将取得另一项总值2亿5000万至3亿令吉的政府合约。

《星报》引述消息指，公司只是等待以大马卡分配汽油补贴的计划获批。

根据这项计划，每个大马卡持有人，每月将获得特定配额的补贴汽油。

使用大马卡，是为了确保补贴用在大马人身上，避免外国人享有廉宜汽油。

据悉，这项合约价值约2亿5000万令吉至3亿令吉。

德达飞讯将拥有负责这项计划特别用途公司（SPV）的股份，而政府则持有大部分股权。

合约不断股价攀升德达飞讯自2012年9月上市以来，是大马交易所股价表现最佳的股项之一。

股价攀升主要是公司不断取得合约。

公司最近期的合约，由内政部在上个月颁发，总值2亿9220万令吉。

德达飞讯上月在文告指，会在1月1日至6月30日期间，为国家登记局提供400万新的100%聚碳酸酯材质、拥有新保安特点的大马卡，合约总值7200万令吉。

公司也获颁2亿2020万令吉的合约，提供1000万张大马卡。

截至周五，德达飞讯的市值达22亿6000万令吉。

马交所质询

股价飙涨也引起马交所关注，马交所在2月向公司发出“不寻常市场活动”（UMA）质询。

不过，股价上月曾一度走跌。股价在上月1日涨至4.85令吉高位后，在16日跌至2.85令吉。

有者认为，投资银行发行回购凭单（call warrant）导致股价大跌，公司随后澄清股价走势与凭单无关。

但股价随后反弹，周五闭市时报3.35令吉。

德达飞讯不断获颁新合约，加上现有业务改善，公司净利也不断上涨。

2013财年，净利从2012财年的2812万令吉，飙涨1.9倍至8189万令吉。而营业额则从1亿7873万令吉，增长45.8%至1亿7873万令吉。【南洋网财经】

德達飛訊（DSONIC，5216，主要板貿易）將在本月底公布業績，料淨利達1200萬至1400萬令吉之間；該公司在4月份獲得展延大馬卡合約，相信未來將持續成長。

該公司首季淨利料僅占全年預測的12.2%至14.3%之間。這看似表現低于預期，但德達飛訊剛在4月底獲得展延大馬卡合約，以訂製400萬張大馬卡，且這批大馬卡本應在去年底交付。

紅股除權後RM2.72

由于展延合約在4月獲批準，估計1月至3月大馬卡實際交付數額減少至110萬至150萬張，今年次季大馬卡數額將有所提升，並在6月底前交付400萬張。

另外，德達飛訊發送紅股建議將在6月11日完成，屆時股票數額將提升至13億5000萬股，有助加強市場流通量。

未來2年，大馬卡和國際護照照片頁面業務將貢獻德達飛訊85%盈利。單一盈利來源潛在風險，但相信該公司在中至長期內，會逐步多元化盈利基礎。

基于公司盈利料在次季復甦，因而維持德達飛訊“買進”評級，合理價為4.08令吉，紅股除權后為2.72令吉。

与赛莫达马来前锋报争锋 德达飞讯竞购国家印刷

（布城27日讯）德达飞讯（DSONIC，5216，主板贸服股）今日证实，已向政府提议收购马来西亚国家印刷有限公司（PNMB）。

独立非执行主席丹斯里莫哈末哈欣表示，以德达飞讯的专业知识和能力，相信能加强PNMB的价值，也符合公司的核心业务。

他在出席股东大会后向媒体指出：“我们非常认真地想接手PNMB。不过，目前在等待政府的决定，他们仍在评估。”

之前有报道指出，有3家竞标者有意收购PNMB，包括德达飞讯、丹斯里赛莫达和马来前锋报（UTUSAN，5754，主板贸服股）。

据悉，政府将在年底公布决定。

PNMB是财政部独资拥有，主要负责国家重要文件的印刷，而且也印刷外劳身分证（外劳卡）。

莫哈末哈欣说，政府每年发出约200万张外劳卡，德达飞讯则提供聚碳酸酯（Polycarbonate）大马卡。

上个月，该公司获国民登记局颁发两项合约，分别供应400万张和1000万张聚碳酸酯大马卡。

另外，也获槟岛市议会颁发授权书，为槟岛提供、安装和维修闭路电视摄影机（CCTV）。

他说，在获得这两项大马卡合约后，现在将专注其他项目，并透露有信心将保安和监控计划拓展至其他州属。

建议为医院提供HIS

德达飞讯向政府提议，为政府医院提供医院信息系统（HIS）。

莫哈末哈欣指出，目前有80至85%的政府医院没有HIS，政府尝试开发本身的系统，但进展缓慢，因这需要特殊技能和费用昂贵。

“我们有信心，以可负担的成本提供HIS。有了HIS，政府医院可更有效管理成本、提升效率等。”

为了加强大马卡的使用，该公司也向政府提议，植入紧急联络和医疗资料，并用于管理交通传票。

此外，德达飞讯也准备进军海外，并放眼亚洲新兴市场，尤其是孟加拉、缅甸、越南、柬埔寨和菲律宾。【南洋网财经】

Remarks :

(i)        Consequent upon the change in the financial year end to 31 March 2015 as announced to Bursa Malaysia Securities Berhad on 28 February 2014, there are no comparative figures disclosed for the current quarter and the cumulative period-to-date of the preceding quarter/ year. The absence of the comparatives for the period under review is because of the contention that the first three months ended 31 March 2014 is not regarded as the first quarter of the changed financial year ending 31 March and hence there are no corresponding comparatives. (ii) The format of this quarterly report on consolidated results for the financial period ended 31 March 2014 is in conformity with the practice as advocated by the authorities. (iii) The quarterly report on the consolidated financial results for the quarter ended 31 March 2013 in respect of the previous financial year ended 31 December 2013 was reported on 31 May 2013.
