I am responsible to blockade his ports only. I suggest you directly talk to our diplomat. I have copy our message to our diplomat.
Below is my own opinion:
Regardless of invade or mine resource, Bribeck used cash to transfer his 8 cities to our island (new cash function) without any notification. Do you think a guildless guy dare to transfer all his cities to our island? He is just using his guild - TAX.
We are pacifist. We respect TAX. We don't want to fight. BUT, we just CAN NOT just keep our eyes closed and let Bribeck stay in our island.
We hope you understand that we are attacking Bribeck because of his action.

Note:
Our resources level is considered quite high. For example: Bribeck occupy 2 cities in x100.y59 lv29 forest lv24wine.

after alliance members discusion we decide to lauch attack base on
1: he move in our island without any inform
2. he have a high general source
3. he have a high offensive point
4. TO protect my alliance members

i knew that you wish my alliance to stop block him port.
my answers is : yes , my alliance will stop , if you can guarantee our member bribeck will stop he offensive action and leave my alliance island in peace.

你忘了說 在我們談判期間 bribeck的軍事分數不可以多過4k 即是他不可以在發展兵力..

I have discusion with alliance member , they all not agree to let your alliance member  bribeck continous to stay in my alliance island. i hope you can understood , why my alliance will have this decision.


   My alliance will stop the offensive action to him, if him can guarantee he wouldnt raise up the general point over 4k until he move out my alliance island.
