仲裁官不属于联合国，他属于他自己。
任何人要叫他去仲裁，不需要问过秘书长！

shall appoint = 只授權你appoint
你私設的仲裁庭不是聯合國屬下組織, 所以你必須要取得同意,
才能有效執行這個條文.....
簡單的說, 現在屬聯合國名單的所有權,
你要用則要依所有權法來進行.
退一萬步,法律的條文互相不能越權, 即便授權你可以用,
你也得遵照所有權法的限制. 這是基本的法律常識.

仲裁庭用仲裁官。

都說了, 法律條文不能單方面看, 因為它會越權.
舉一個簡單的例子 :
教育部有授權校長體罸學生, 但體罸過重, 學生受傷,
校長得背上刑法的傷害罪.
同理, 即便UNCLOS有授權(實際沒看到), 但因產權法,
你不經同意而使用, 你仍得負上偷盜罪.

但你把名單內容用在非關公司的事件上,
你就是盜用.

1) 沒看到 right of use / right to use / entitle to use ,
所以你說的都是放屁.

仲裁庭审理的范围是属于

如今审理的是南海仲裁案，所以是绝对和unclos有关！

即便授權(目前沒看到), 也不能應用在私設的仲裁庭上.

如果用仲裁官审理孩子抚养权，或车祸案件，就是越权！
如果是审理unclos有关的案件，就是在权限以内，就是合法！
