个人觉得不需要 being. 如果要有 being 的话, 就应该这么写

was stalked 和 was being stalked 都没错,表达的东西不一样。stalking -> stalked 只是障眼法,有些语法知识的都看的出错误,哈哈。
重点是 paparazzi,这是一个复数名词,就像 police, people, clothes 等词,没有单数,所以不能说 a paparazzi.
The actress was being stalked by paparazzi.
was being stalked = 正在被跟踪 = 狗仔队正在跟踪她:
The paparazzi were stalking her. <=> She was being stalked by paparazzi.
你所举的例子也是正确的:
The actress was being stalked when the accident happened.
但不是一定要这样。The actress was being stalked ... 可以是独立的句子。 |

我的 reasoning:
for a general statement, the objects in question ( in this case, cow) are usually in plural form.
Grass is uncountable noun, hence the use of "grass" instead of "grasses".
Grasses can only be used when it means different types of grasses. (不同种类的草)
