请问那一条法律规定要得到秘书长的同意？
你口口声声要秘书长的同意书，你出示该法律，我就承认该仲裁官非法！

里面是否有一句“with consent/approval of Secretary-General of the United Nations/ equivalent"?如果没有，就是不用了，懂吗？

根据unclos，签约国就是有权用！
法律黑纸白字写着，论不到你抵赖！

是由签约国和当事国，即菲律宾，以及 President of the International Tribunal for the Law of the Sea 任命的，完全依足 article 3，所以绝对有权力，不需要得到联合国秘书长的同意!

那個條文說簽約國就有權用?
再來仲裁庭不屬聯合國的成員下屬,
當然要依照所有權的法律條件處理!!!
這個名單所有權在聯合國,
由聯合國祕書長作為保管人!!!!!

沒有, 菲國的judge是自己appoint的,
只有中國不參與才由ITLS主席挑出.....
搞清楚, 仲裁庭不是ITLS,
所以ITLS只是協助完成UNCLOS指定的條文.

如果仲裁庭是ITLS, 那一切就好辦了.

谁是the party?
Subject to the provisions of Part XV, any party to a dispute
就是菲律宾!所以根据UNCLOS,菲律宾绝对有权力！根本不需得到秘书长同意！

你有這個權力去appoint, 但因仲裁庭不是under UN,
所以你還是得去fullfill所有權法律的requirement.
須先取得所有權主的同意與允許方可使用.
仲裁procedure犯了偷盜罪......哈! 所以不仲裁不合法!!!!

既然任命仲裁官是按照UNCLOS的条文，那么仲裁就是合法了！

所以無權使用聯合國保管的資產, 除非取得允許與同意

不是仲裁庭去appoint,是菲律宾和President of the International Tribunal for the Law of the Sea ，完全是按照UNCLOS条文。
不需要得到联合国秘书长同意！
你要就拿出法律条文，证明有这个规定！
