27-03-2007: Muhibbah, Nam Fatt secure major portion of RM1.4b petroleum hub project

Muhibbah Engineering (M) Bhd and Nam Fatt Corporation Bhd have secured a combined RM1.01 billion of the RM1.4 billion petroleum hub and bunkering facility near Tanjung Pelepas.
The hub, to be built on a 40ha reclaimed island, will be owned by Asia Petroleum Hub Sdn Bhd (APH), a 90%-owned subsidiary of KIC Oil and Gas Ltd.
Nam Fatt said yesterday that it secured a RM553 million contract for the procurement, construction and commissioning of the facility. Muhibbah was awarded a RM457 million job for part of the project.
APH executive chairman Abdul Rashid Isa said the hub, which is also 10% owned by Trek Perintis Sdn Bhd, would emerge as one of the largest in the world, and was expected to be fully operational by 2009.
“Once fully operational, the hub would be one of the largest privately owned, fully integrated petroleum terminals in the world capable of achieving a turnover of more than RM20 billion annually,” he said.
He was speaking to reporters after announcing the appointment of consultants and award of contracts for the project in Kuala Lumpur on March 27.
The contractors will be managed by ZAQ Construction Sdn Bhd, while the petroleum hub will be managed by Kadriah Intergrated Facilities Sdn Bhd, an independent terminal manager that manages KIC’s oil terminals in Tanjung Pelepas and Westport.
Abdul Rashid said APH would finance the RM1.4 billion project with funds from CIMB Group, who was appointed financial adviser and financier for the project.
The project management would be undertaken by QI-pmc Sdn Bhd while engineering and design consultant will be Mott MacDonald Ltd, an engineering firm based in the United Kingdom.
Abdul Rashid, who is also founder, group president and chief executive officer of KIC and Kadriah Group of Companies, said construction work for the project would start in the middle of April.
He said the hub would have one million cubic metres of storage capacity and handle a range of petroleum products including industrial and marine fuel oils, motor gasoline, diesel, jet fuel and biodiesel products.
It will also be integrated with multiple jetties and a single buoy mooring system capable of handling all sizes of oil tankers and over 2,000 vessels annually.
The hub will also cater for inland petroleum needs and will be equipped with tank truck loading racks. The facility can eventually handle over 60 million tonnes of petroleum products yearly.
Abdul Rashid also expects Petroliam Nasional Bhd to utilise the storage facility of the hub for its domestic and international operations.
