只不過我怕滾太遠身體會痛,到不了唐山,所以只好滾來坡小‥
其實滾去什麼地方都一樣會遇到看不順眼的人或事‥與其再忍受滾動之痛去尋找下一個烏托邦,我選擇珍惜現在所擁有的‥

Dominique was part of the pioneer batch of 100-odd students who joined the Sports School when it opened its doors in 2004. A former student of Griffin Primary, I remember being told by my Sports School contacts how excited they were at his potential talent and his strapping build.

He was the fastest student from Griffin, and there had been among the Sports School coaches and administrators that he would go on to become a fine national sprinter.

But Dominique eventually found that there was a limit to his sprinting talent, and he did find himself being  overtaken by other sprinters like Calvin Kang and Yusof Azhari. According to his friends, his asthma also played a part in limiting his development.

Still, he  remained an important member of the school’s 4x100m and 4x400m relay squads.

He then went on to Temasek Polytechnic where he not only became a member of the polytechnic’s athletics team but also showed a huge talent for music, and for playing the guitar. He apparently turned out to be a pretty decent footballer too, and even became the goalkeeper for S-League club Geylang United’s Under-18 team.

室外的六个烟雾弹是他的Platoon Commander丢的, 他所谓的一个section大约有10个人吧?(一个platoon约30个人,我无法肯定详细数目)大约十个人冲进去,一个人被抬出来。。。。其他几个没有影响吗?

丢烟雾弹,也得看风向,说两个变六个不应该的,有考虑过这点吗? (这也应该是为何从20米的距离,缩小为10米吧?)

SINGAPORE - Because of a lack of wind, a Singapore Armed Forces (SAF) officer decided to throw more smoke grenades than he was supposed to during a training exercise.

A full-time serviceman went on to suffer an allergic reaction from the zinc chloride in the smoke. Private Dominique Sarron Lee died in hospital later.

Monday was the first day of the coroner's inquiry into the death of the 21-year-old. Pte Lee's parents, younger brother and uncle were present.

During the inquest, Captain Najib Hanik Muhammad Jalal, then the platoon commander in the 3rd Battalion Singapore Infantry Regiment, gave his account of what happened last April 17.

He threw six grenades instead of two because there was no wind to create the smoke screen needed to mask the movement of the troops in the exercise area at Lim Chu Kang.

Capt Najib told State Coroner Imran Abdul Hamid that he was also issued 18 smoke grenades instead of the usual nine for his platoon. As a result, each section had six grenades instead of three.

Last year, an independent Committee of Inquiry (COI) found that the number of smoke grenades used in the training exceeded the limit specified in training safety regulations. Based on the size of the training area, no more than two smoke grenades should have been used.

As a result, Capt Najib and the exercise's chief safety officer Captain Chia Thye Siong were redeployed. The SAF has suspended the use of these grenades in training and is looking for alternatives.

A separate panel of senior respiratory medicine specialists said last year that asthma was unlikely to be the cause of death. The COI also could not establish if Pte Lee's history of asthma had a part in his death and also found that medical aid rendered was "timely, adequate and proper".

At the inquest on Monday, the combat medic who first attended to him said that he did not have enough medical training or adequate equipment to deal with asthma attacks.

When the coroner asked Corporal Goh Khen Hui if he thought he was well-equipped and if he had enough training to deal with asthma emergencies, the full-time national serviceman said no.

Three other servicemen who took the stand also told the coroner they were not trained to look out for factors that can set off asthma, or deal with asthma attacks.

Capt Chia agreed with the coroner that access to such information "would have been helpful" to him at the time of the incident.

The inquest has been adjourned to June.

批评新加坡绝对没问题,可以就事论事,
但一些人凡事不讲道理,完全一味的扭曲事实,
很明显它带着仇新心理,所以才整天发文攻击抹黑,
其实你说的很对,个人往来是自由的,那么讨厌一个地方大可离去,
但这却又戳中它的痛处,所以就会骂别人是土猪,还找各种借口死皮赖脸的都要留下来,
老实说除了犯贱,我想不到对它更好的形容词了。

To cut the long story short, this is what has occurred so far:

Family lost civil lawsuit last week: The family of the late Private Dominique Sarron Lee, who died in 2012 from an allergic reaction to smoke grenades during a military exercise, lost their civil lawsuit that was brought against the Singapore Armed Forces (SAF) and two of its officers last week (March 3, 2016).

Mother’s letter went viral online: Subsequently, the heart-breaking letter by Felicia Seah, Lee’s mother, was widely circulated online and has resulted in a fundraising campaign to defray the legal costs Lee’s family incurred.

SAF and Defence Minister responded: This week, SAF clarified the issues on Facebook (Mar 7), reminding Singaporeans about the key findings from the Committee of Inquiry (COI) in 2012 and the Coroner’s Inquiry (CI) in 2013. On the same day, Defence Minister Ng Eng Hen announced on his Facebook that MINDEF should waive the legal costs that the family had to pay.

Family responded to SAF’s clarifications: In their response (Mar 8), the family said that they had not accepted any compensation offer from Mindef/ SAF, and noted that Mindef/ SAF did not apologise to the family in person.

Okay, let’s get on with the story.

In The Straits Times’ latest article about the case, Chow found three important pieces of information that was otherwise unknown to the general public.

Info 1: Legal costs not fully waived yet: The Defence Ministry and one of the officers, Captain Najib Hanuk Bin Muhamad Jalal, said that they would waive legal costs amounting to $16,000. The other officer, Major Chia Thye Siong, had not confirmed whether he will waive the remaining $6,000 in legal fees. Netizens noted that Chia was promoted from Captain to Major a year after the incident.

Info 2: The amount of money that Lee’s family accepted previously: We now know that MINDEF provided a one-off welfare grant – $20,000 – to Lee’s mother in 2012. This is given to families of servicemen who pass away.

Info 3: The details on whether and how the two officers were punished: This was also the question that Lee’s family posed in their response yesterday, as they highlighted that “MINDEF/SAF has yet to address the family’s question on whether justice was done”.

Chow found out that “both servicemen were redeployed to appointments that did not supervise soldiers in training or operations”.

We know that command positions – supervising soldiers in training and operations – are perceived as more important positions in SAF. So the redeployment could very well be perceived as punishment meted out by SAF.

Yes, it is still a vague statement from MINDEF but they have caved in to the persistent questioning from Chow.

How significant was this? You just have to observe the contrast over at TODAY.

Maybe this is the reason why Lee’s family donated the money raised in fundraising campaign to The Straits Times School Pocket Money Fund rather than the MediaCorp Cares programme.

The family of the late Dominique Sarron Lee, who failed in a bid to sue the military over his death in 2012, will see their $22,000 legal bill slashed.

Relatives of the 21-year-old full-time national serviceman attempted to sue the Singapore Armed Forces and two officers in relation to alleged lapses in a 2012 training exercise in which he died after suffering an allergic reaction to fumes from smoke grenades.

The High Court threw out the lawsuit last Thursday, ordering Private Lee's family to pay the legal costs for the three defendants.

But the Defence Ministry and one of the officers, Captain Najib Hanuk Bin Muhamad Jalal, said last night they would waive legal costs amounting to $16,000.

Pte Lee's family may still have to cough up the remaining $6,000 if the other officer, Major Chia Thye Siong, decides to enforce the cost.

The case sparked a public outcry on social media, with many calling for legal costs to be waived and stiffer penalties for the defendants, found guilty in 2013 of negligence in their duties during the exercise.

Mindef confirmed it would waive the $10,000 bill owed, a day after Defence Minister Ng Eng Hen urged his ministry to do so in a Facebook post on Monday.

Dr Ng said though the judgment in awarding Mindef costs is based on sound legal grounds and precedents, there was no need to "add to the pain and anguish of the family of the late Pte Lee".

Netizens question officer's promotion
The promotion of the Singapore Armed Forces officer found guilty of negligence in a training incident has sparked intense discussion online.

Army regular Chia Thye Siong, was found guilty and punished in 2013 for his role as chief safety officer during the exercise in which Private Dominique Sarron Lee died after an allergic reaction to fumes from smoke grenades used. Yet a year later, the then captain, was promoted to major.

The move drew fire from the public, who asked about the punishment meted out, with some wondering why he got off lightly and was even promoted.

Pte Lee's family questioned Maj Chia's promotion on Facebook yesterday, saying: "This seems to be a contradiction of the assurances by Mindef and the SAF that the negligent officers have been duly dealt with, that justice has been done."

When contacted, Mindef did not elaborate further on the promotion.

Responding to media queries, Mindef said it provided a one-off welfare grant, usually given to families of servicemen who die or become totally disabled, amounting to $20,000 to Pte Lee's mother in 2012. In addition, Mindef has offered compensation awards to Madam Felicia Seah based on the "full extent of the compensation network". This is generally two to four times the amount provided under the Work Injury Compensation Act, said a Mindef spokesman. "We understand that no amount of compensation will be sufficient."

Mr R. S. Bajwa, the lawyer acting for Capt Najib, the platoon commander who threw the smoke grenades, said his client agreed to waive the cost because "he feels the loss of Pte Lee's family".

It is not clear if Maj Chia, then the exercise chief safety officer, will also waive the remaining $6,000 in legal fees. His lawyer, Mr Laurence Goh Eng Yau, could not be reached.

A Committee of Inquiry and Coroner's Inquiry found that Capt Najib threw six smoke grenades instead of two, flouting the SAF's training safety regulations.

On Monday, the Singapore Army sought to clarify issues regarding Pte Lee's death and said both Maj Chia and Capt Najib were convicted of negligence in a summary trial in 2013. No criminal charges were brought against the men because Pte Lee's allergic reaction was "not reasonably foreseeable". It was the first such death since the SAF started using smoke grenades in the 1970s.

Mindef said last night both servicemen were redeployed to appointments that did not supervise soldiers in training or operations.

Pte Lee's uncle, Mr Sean Seah, said the family has not been approached on the cost waiver and are still considering whether to appeal against Judicial Commissioner Kannan Ramesh's decision.

They also clarified in a Facebook post yesterday that they have not accepted any compensation offer from Mindef or the SAF, and rejected offers from the military to discuss monetary compensation.

"We would like to clarify that this law suit has never been about money. It has always been about getting answers to our questions," the family added.

No compensation accepted, says family of NSF in smoke grenade case


SINGAPORE — The family of the late Private Dominique Sarron Lee has clarified that it has not accepted any compensation from the Singapore Armed Forces (SAF), apart from a grant to defray their son’s funeral costs, as it raised further questions surrounding Lee’s death following a Singapore Army statement.

In a post published on a Facebook page dedicated to Lee at around 1am on Tuesday (March 8), the family said: “(We have) repeatedly rejected offers from MINDEF/SAF to discuss monetary compensation,” the family said, using the acronym for the Ministry of Defence.

“We have only accepted a funeral grant to defray the cost of the funeral on the same day Dominique was sent back home in a coffin. This grant, according to the SAF, is not part of the compensation.”

The statement came after Commander of Army Training and Doctrine Command Chan Wing Kai on Monday wrote on the Singapore Army Facebook page that MINDEF and the SAF have disbursed welfare grants and made an offer of compensation to the family.

Lee, then a full-time national serviceman, collapsed with breathing difficulties in April 2012 during a training exercise involving six smoke grenades — thrice the limit specified in the Training Safety Regulations.

The coroner’s court found that Lee, who was 21, had an acute allergic reaction to the zinc chloride in the fumes that was “unlikely to have been predicted”.

His family brought a civil suit against the SAF and two officers involved in the exercise, but it was dismissed last week, with the judge ruling that the defendants were indemnified from negligence suits if the deaths or injuries occurred during service, due to a provision under Section 14 of the Government Proceedings Act.

The court also ordered the family to pay damages, but Defence Minister Ng Eng Hen said on Monday the costs should be waived.

No criminal charges were brought against the two officers — a platoon commander and a chief safety officer — but the SAF said the duo have been punished according to military law.

In its statement, the family pushed for clarification, calling for details of the punishment to be made  public.

“We are not out to persecute the two officers, nor (are we) asking for them to be crucified. We do not believe in an eye for an eye. We are only asking for MINDEF/SAF to be accountable.”

The family added: “Please inform the public how the two officers have been ‘punished according to military law’ so that the public can see for themselves that justice has been served, and not just know it to have been served.”

Urging transparency, it also called on MINDEF and SAF to reveal the compensation it had intended to offer.

The SAF, citing respect for the family’s privacy, had not revealed the compensation amount, but said compensation quantums are generally “two to four times” that of amounts provided under the Work Injury Compensation Act for incidents arising from training and operations.

Under the Act, the maximum limit for claims for deaths resulting from workplace accidents before January 2016 is S$170,000.

“Please be transparent. We do not think that Dominique’s death is in any way a matter of national security that requires secrecy.

“While you’re at it, kindly, with our permission, reveal to the public the compensation that you had intended to offer the family, so that all Singaporeans will know how much the life of a promising young man is worth to MINDEF,” said the family.

When contacted on Tuesday, MINDEF declined to respond to specific queries on the statement, such as details on the punishment for the two officers.

記得當年NKF事件,
也是因為記者的窮追不捨,
導致事件曝光。
當局的態度也是一百八十度的大轉變。。。
偶就拭目以待事件的發展吧!

We. the citizens of Singapore, will defend our nation and, if need be, give our lives to protect it. But when we do, we would like to know that our government is there with us. And when our lives are taken, we want our government to shed that silent, compassionate tear and to comfort our loved ones and tell them that we did not die in vain.
But it is beyond demoralising when we see this Government take cover behind a law that it crafted to say that it cannot be held accountable if and when we are killed in the line of military duty.
We all know that in this imperfect world mistakes are made. Failures and accidents in the military are a fact of life. Singaporeans are not unreasonable to expect that the Government do everything perfectly.
But when things go wrong, we expect our leaders to – unprompted and without reluctance – step forward and take responsibility. They need to be forthright and transparent with their handling of the aftermath and dedicate themselves to ensuring that the incident does not happen again. In other words, to be accountable.
Dominique's family cannot get him back no matter what it says and does. His mother has live to with her pain for the rest of her life like only a mother will. Is sorry such a hard word for the PAP to say to her?
