He has two attacks: A close range flame attack which only does a minor 180 or so damage and a long range Flame attack which does about 2700 damage and can be avoided. It drops many valuable items, including the super-rare Ribgol Sword and Blade Staff. Required to get 300 of its scrolls to be able to access the first Neo Tokyo map.
