1.        INTRODUCTION

The Board of Directors of FTEC Resources Berhad (“FRB” and “Company”) wishes to

announce that Mangotone International Limited (“MIL”) Hong Kong, an indirect
subsidiary of FTEC through its 80% owned subsidiary, FTEC Communications Sdn
Bhd, had on 10 October 2007, received a letter from the Office of the
Telecommunications Authority (“OFTA”), Hong Kong granting it a Licence for the
provision of external telecommunications services (i.e. communications with
places outside Hong Kong).


2.        BACKGROUND INFORMATION ON THE LICENCE

The Licence allows MIL to provide an external public telecommunications service

operated over the external leased circuits supplied by a fixed
telecommunications network services licencee authorised to supply such circuits

at the Hong Kong end or over other external switched telecommunications
services lawfully operated in Hong Kong at the Hong Kong end.

This Licence shall not be construed as granting any exclusive rights to MIL in
the operation of the service.


3.        SALIENT TERMS OF THE LICENCE

In connection with the grant of the Licence, MIL is required to comply with the

terms stated in the letter received by MIL from OFTA:

                (a)        Submission of monthly traffic report and yearly
independent assurance report;
                (b)        Submission of up-to-date system configuration;
                (c)        Submission of tariff plan; and
                (d)        Updating MIL’s contact details.


4.        EFFECTS OF THE LICENCE

There will be no effects on the share capital, substantial shareholders’
shareholding, net assets and gearing of FTEC. However, the Licence is expected
to contribute positively to the future earnings of FTEC Group.


5.        DIRECTORS’ AND MAJOR SHAREHOLDERS’ INTERESTS

None of the Directors or major shareholder of FTEC or any person connected to
them have any interest, direct or indirect in the Licence.


6.        DIRECTORS’ STATEMENT

The Board of FTEC is of the opinion that the Licence is in the best interest of

the Company.
