獲馬電訊延長合約締雙贏‧威斯前景唱好                                          2008-07-04 11:54       
                                                            (吉隆坡)威斯(VADS,7150;主板貿服組)獲馬電訊(TM,4863;主板貿服組)延長客戶聯絡中心(CCS)合約將創造雙贏局面。
分析員認為,威斯的業務未受經濟疲態影響,加上數張新合約即將到手,加上具備回退每股1令吉5仙現金的潛力,前景一片光明。
威斯昨日宣佈,延長與馬電訊63.37%子公司─TM Streamyx客戶聯絡中心合約3年,估計總值達1億4368萬令吉。
亞歐美研究表示,相關消息對雙方均有好處,對馬電訊而言,這有助驅除市場對馬電訊需支付威斯龐大費用以繼續營運客戶聯絡中心的憂慮,同時彰顯該公司將繼續推動寬頻用戶增長決心,以達到20%至30%的常年增長目標。
續贏更多新合約
“至於威斯,隨著合約條款獲得加強,市場預計該公司將繼續贏得更多新合約,同時更新現有的合約。”
僑豐投資研究指出:“我們預計威斯將在1至2個月內獲得第3項印尼流動通訊中心合約,同時將專注於有利可圖的業務外包(BPO)空間以帶動長期盈利增長,主要是跨國公司外包非核心業務風潮正盛。”
分析員認為,Streamyx合約獲得更新早在預料之中,但隨著運輸範圍進一步提升,以15%的賺益計算,料推動2008/09財政年核心盈利各別增長3%至5%。
威斯的盈利前景唱好,加上2008/09財政年高達8%至9%的現金流(FCF)回酬,分析員預計威斯尚有進一步獎賞股東空間。
“以現有1億500萬現金計,每股擁有80仙現金作為後盾(佔淨有形資產的57%)。假設負債股本比為0.2倍,該公司尚擁有額外回退每股1令吉5仙的空間。”

TM plans to raise RM1.4b: Morgan Stanley

TELEKOM Malaysia Bhd (TM), the country's dominant phone company, plans to raise as much as RM1.4 billion from the sale of its staff loans and non-core assets, Morgan Stanley said in a report.

"The disposal of staff loans from the group's books could free up RM500 million, and the Multimedia University disposal could unlock another RM800 million to RM900 million," wrote Navin Killa and Gary Yu in the report after meeting the management last month.

Based on TM's 2007 annual report, its staff loans amounted to RM509 million, with a yearly interest of about four per cent.

"While management remains optimistic on the disposal of staff loans, the group is struggling to find a buyer for the university," the duo noted.

The non-core asset sale, if it does take place, will be the second time this year the company has sold assets to raise fresh capital.

In January, TM raised some RM1 billion by selling Mena-ra TM, Menara Celcom, TM Cyberjaya Complex and Wisma TM (Taman Desa) to Menara ABS Bhd.

TM will need between RM1 billion and RM1.5 billion a year to fund its high-speed broadband (HSBB) project.

A senior government official who spoke to Business Times on condition of anonymity said that the HSBB project is intact and an agreement is scheduled to be signed this month.

The agreement between TM and the government, which was earlier scheduled to be signed this week, was postponed.

Energy, Water and Communications Minister Datuk Shaziman Abu Mansor was to represent the government at the signing.

UBS Investment Research, in a Monday report, said that some of the capital expenditure by TM might be replaced by investments into the project.

"We expect further clarity on HSBB over these two months to alleviate investor concerns," wrote Shirley Tse in a report.

The HSBB project allows TM to use its fibre optic network to beam broadband connections speedier than what is being offered by wireless network providers, as well as provide cable television connections.

It is understood that TM is looking to provide cable TV facilities similiar to that of the US' second largest internet service provider, Comcast Corp's G4 station that focuses on games, gears, gadgets and gigabytes.

Six-week wait for TM-Govt high-speed broadband agreement

PETALING JAYA: Telekom Malaysia Bhd (TM) will have to wait at least four to six weeks before it can ink an agreement with the Government for the RM11.3bil high-speed broadband infrastructure project (HSBB).

The original date for signing the agreement was early last week. Although invitations had gone out, the event was deferred and no reason was given for the cancellation.

TM group chief executive officer Datuk Zamzamzairani Md Isa, when met recently, called it a postponement rather than a cancellation but he would not say when the next date would be.

According to sources, the project has yet to be included in the list of projects under the Ninth Malaysia Plan. To get it there would take some time and it needs to be tabled at parliament, too.

During the mid-term review of the Ninth Malaysia Plan (9MP) Prime Minister Datuk Seri Abdullah Ahmad Badawi did say that the Government would pump in more money and RM40bil has been set aside for education under the 9MP. He said the Government would also spend about RM2.4bil on the HSBB.

Last year the Government announced that a HSBB infrastructure was needed for a wider section of the population to have access to broadband services. It said TM would undertake the project, then billed at RM15.2bil in a government-private sector partnership.

In May the Government reiterated that TM was “the best choice’’ to undertake the project but the Government’s portion would be reduced to RM2.4bil and the project divided into two phases. The first phase entails TM forking out RM8.9bil and the Government RM2.4bil in the project.

The Government is co-investing in the project for which it also wants some returns and a formula is being worked out.

While the industry does not mind TM being given such a big job, it does not want to be short-changed in terms of pricing and access. In the past, the industry has faced an uphill battle to get access and good pricing from leasing TM’s network.

Since the HSBB project is said to be a national project, the industry wants fair play. However, up to last week no detail of the pricing or terms of access had been spelt out.

One source said the industry players were not sure how much they would have to pay for access and how much of access they would be given when the HSBB was deployed. “While it is understood that any access pricing will be based on commercial negotiations, intervention by the regulator is necessary if TM drags its feet like it did in the past in terms of access and pricing,’’ he said.

“The regulator is working on some penalty system for non-compliance since HSBB is meant not just for TM but the industry. The question is, how effective would this enforcement be?

“Whatever may be the deal, the other players should not be denied access, and excessive pricing to benefit one party should be done away with. The consumer should not be made to pay for the high cost incurred by the players,’’ said the source.

While TM may have to wait a while more before it can seal the agreement with the Government, internally it is gearing for a re-organisation and some of the old guards who have been around for sometime in TM may be thrust into some prominent positions.

Zamzamzairani did not deny that some reorganisation would be necessary when people move up the ladder or leave. But he would not say when the reorganisation would be announced.

建议很想买VAds 的朋友,尝试一下Streamyx 的Cust Service,回来这里分享一下。

我的经验是非常恐怖的。大家可以看看YY 部落格,有同样的经验分享。

只是这一点,甚至想说VADS很烂。

Lower electronic payment fees

KUALA LUMPUR: The transaction fee imposed on member banks for third party payment such as payments made by the member banks on behalf of their customers will be reduced to RM1.50 from RM2.50 effective July 15.

In a statement here yesterday, Bank Negara also said financial institutions would review the existing Inland Exchange commission of 0.03% imposed on fund transfer and charge only a fixed fee to defray the cost involved with effect from July 15.

“The move should result in a reduction in the transaction fee charged on customers of financial institutions for funds transfer between different states of Malaysia.

“This is part of the initiatives to promote greater use of electronic payments and to reduce the cost of doing business,” it said. – Bernama

收费比外国高原因 宽频使用率不普及
(吉隆坡14日讯)能源、水务与通讯部副部长拿督佐瑟沙朗说,国内电脑宽频网络(Broadband)收费较其他国家高,是因国内使用率及需求不普及。他说,确实有许多人指若以国民收入比较,国内电脑宽频网络(Broadband)收费,较其他国家高。
“在进行比较时,我们不能忽略比较电脑宽频网络的使用率及需求。”
佐瑟沙朗今日于国会该部门总结接受野新区国会议员阿末韩查提问为何大马国内较电脑宽频网络收费较日本国家高昂许多时,这么指出。
阿末韩查指出,日本电脑宽频网络收费每月付费美元70分,大马却是每月25美元。
“这是否可能是马电讯垄断电脑宽频网络造成?”
佐瑟沙朗指出,日本电脑宽频网络收费较大马廉宜,是因为电脑宽频网络使用率及需求较高。
他说,希望大马达更多人使用电脑宽频网络水平时,有关收费能够下降。

我也可以这么说。。。。是因为宽频网络收费比较贵,使到宽频网络使用率及需求不普及化。。。
要使到宽频网络使用率提高以及普及化,就必须先注重宽频网络的素质。。。这么烂的服务及速度,即使使用率提高了也是没有用的。。。原因是demand 高了。。。但是bandwidth usage 还是一样。。。僧多粥少。。。宽频公司赚多了钱,但是用户却得不到in-value的service。。。。

马国的部长。。。真的是人头x脑。。。

VADS: Rising costs to boost sales of IP telephony

MANAGED service provider VADS Bhd, a subsidiary of Telekom Malaysia Bhd (TM), said rising costs will help it to sell more Internet protocol (IP) telephony services.

"Cost savings are immediate the moment companies implement IP telephony. The push is for companies that move into new facilities, or want to move away from the analog system," VADS chief executive officer Dennis Koh said.

IP telephony, where voice and data are carried on the Internet rather than traditional copper wires, helps company staff to communicate across various devices like an IP phone and mobile phones.

Koh said some 40 companies are already benefiting from the service.

They include service providers like shipping and logistic firms, government-linked companies comprising Malaysian Resources Corp Bhd and Employees Provident Fund, and multinational players.

Koh said while the use of IP telephony in Malaysia is still lagging, companies, including small and medium-sized enterprises are acting fast now under current market conditions to save costs.

He was speaking at a conference in Petaling Jaya yesterday.

HSBT aims to get govt mandate soon

HIGH Speed Broadband Technology Sdn Bhd (HSBT) hopes to table to the Cabinet its proposed RM18 billion 10-year plan to provide industry-neutral, open access high-speed broadband infrastructure.

The company, owned by Pahang Technology Resources Sdn Bhd, a Pahang state government company, and Bumiraya Resources Sdn Bhd said it has "presented" and "made known its interest" to both Prime Minister Datuk Seri Abdullah Ahmad Badawi and Deputy Prime Minister Datuk Seri Najib Razak.

"We were told the presentation (to the Cabinet) could happen any time now," HSBT technical and corporate strategy director Shukor Ahmed said in Kuala Lumpur yesterday.

The proposal involves two phases.

The initial phase requires capital and operating expenditure of about RM10 billion for the first five years, and the balance RM8 billion for the remaining five years. The money will be used to build fibre-to-the-home solutions for 2.5 million homes and businesses in high-impact areas.

The company plans to roll out the project using 100 per cent private funding. In order to recover its investments, HSBT will request from the government rights to build, operate and own the broadband infrastructure for 25 years. After that, the assets will be returned to the government.

Shukor said the proposal is not expected to put any financial burden on the government. The infrastructure can be shared by all service providers; they do not have to worry about operating costs and can solely focus on product development and customer service.

Funding and the technical roll-out of the project will not be a major obstacle, he said, as it plans to collaborate with several foreign partners and local government-linked companies.

"We have engaged three foreign partners. One of them is a Japanese firm that would provide us with the technical and infrastructure support.

"The main source (of funding) is the strategic partnership, the rest from sukuk and other forms of funding. Some funding will also come from a Middle Eastern firm," he added.

The proposal can be seen as competing against the RM11.3 billion national broadband proposal to be initiated by Telekom Malaysia Bhd (TM) and the government.

While TM's and government's portion of funding is not officially announced, it is believed that TM will fund around RM8.9 billion and the remaining RM2.4 billion will be funded by the government. The signing ceremony of the project is expected to be some time in the middle of this month.

The project, just like the HSBT proposal, aims to build high-speed broadband infrastructures in "high-impact areas".

However, Shukor insists that HSBT's proposal does not compete with telecommunications companies and service providers' business model.

"We are waiting to make an official presentation to the Cabinet. As soon as we get the government mandate, which is crucial, we are ready to go ahead with the project," he said.

KUALA LUMPUR: The much-debated, multi-billion-ringgit high-speed broadband (HSBB) project was initially rejected by the Energy, Water and Communications Ministry when it was first proposed two years ago due to its high cost, among other things, sources said.

It is understood that the ministry was more in favour of rolling out broadband to the masses in accordance with the objective of the MyICMS886 industry blueprint to penetrate 50% of households in the country by 2010.

The HSBB project also has the objectives of the MyICMS886 but its main target group is relatively small compared to what the ministry was looking at, especially considering that the government will have to co-invest a substantial amount.

“The ministry raised several questions on the proposed plan but there were no satisfactory answers,” a source said.

Subsequently the proposal came to the Cabinet Broadband Committee chaired by Deputy Prime Minister Datuk Seri Najib Razak. The committee approved the deal and in September last year an announcement was made by Najib on the RM15.2 billion project to wire up the urban areas with fibre-optic cables.

Apart from HSBB, sources said that there was also another proposal costing about RM50 billion before the committee to wire the entire nation. It is not known if this proposal made any headway.

Telekom Malaysia Bhd (TM) was already in discussions with the ministry on a separate fibre-to-the-home (FTTH) project when the HSBB project came to the discussion table. It is believed that the FTTH project being discussed was on a smaller scale and would cost substantially less than the RM15.2 billion cited now.

Still, it was the HSBB project that received the green light, with its development overseen by the Cabinet Broadband Committee and not the Energy, Water and Communications Ministry.

When unveiled by Najib last September, the HSBB project was tagged at RM15.2 billion, with TM investing RM10.4 billion over 10 years and the government putting up RM4.8 billion, or a third of the total cost.

The HSBB project is aimed at bringing high-speed Internet access to high economic impact areas over the next three years, as part of the government’s plan to reach the national objective of attaining 50% household broadband penetration by 2010.

In May, the HSBB project was divided into two phases. The first phase is expected to cost RM11.3 billion with the government co-investing RM2.4 billion over three years. The details of phase two are not known.

The rollout of the HSBB project was to start within six months of the signing of the agreement between the government and TM, scheduled to take place this afternoon at the Hilton Kuala Lumpur. But last Friday, orders came from Putrajaya to again delay the signing.

On Tuesday, The Edge Financial Daily reported that the delay was to accommodate a presentation by Pahang-based High Speed Broadband Technology Sdn Bhd (HSBT) to the cabinet committee next week. HSBT is proposing an alternative plan, which costs less and does not require financing from the government.

HSBT is a special-purpose vehicle formed by a group of investors led by the Pahang state government, which has a 20% stake via its wholly-owned subsidiary, Pahang Technology Resources. Bumiraya Resources Sdn Bhd owns the rest of HSBT.

彭州公司对高速宽频不言弃
硬碰马电讯月内再呈计划书

【本刊陈子莹撰述】国内总值马币113亿元的高速宽频工程,成为多方争夺之工程,马电讯在9月2日宣布取得政府发出的决标信(Letter of Award),但事情并没有因此结束;马电讯的竞争者彭亨州政府主导的高速宽频科技私人有限公司(High Speed Broadband Technology Sdn Bhd, HSBT)仍未言弃,由州务大臣安南耶谷(Adnan Yaakob)领军力争这份合约。

高速宽频科技私人有限公司今天在吉隆坡为其设计的产品――JALENAS(Jalur Lebar Nasional)举行了非正式推介(soft launch),除了有彭亨州务大臣安南耶谷出席,主办当局也广邀互联网服务供应商(Internet Service Provider)及媒体出席,包括竞争对手马电讯。

安南耶谷在推介礼上表示希望得到政府眷顾,让高速宽频科技私人有限公司获得执照,以让该公司经营这项高速宽频计划。

再呈计划书

尽管决标信已给了马电讯,不过高速宽频科技私人有限公司仍会再呈交一份计划书给政府,期望政府重审这项计划的经营者。该公司技术与企业策略总裁苏柯阿末(Shukor Ahmed)在记者会上透露,早在政府还未将决标信交予马电讯前,该公司已呈交了一份计划书给政府,但政府最后选择将工程颁给马电讯。

即使马电讯现在已收到决标信,高速宽频科技私人有限公司仍会在本月杪前再次呈交计划书给副首相纳吉;纳吉是内阁宽频委员会主席。

彭亨科技资源私人有限公司占有高速宽频科技私人有限公司的20%股权,而布米拉亚资源私人有限公司(Bumiraya Resources Sdn Bhd)则持有其余股权。彭亨科技资源私人有限公司是彭亨州政府拥有的公司,核心业务集中在生物科技、资讯工艺及通讯科技的公司,而布米拉亚资源则是由本地几个科技企业家组合而成的。

高速宽频工程原本就是马电讯的囊中物,无奈最后一分钟杀出高速宽频科技私人有限公司这个程咬金,导致马电讯和政府的签约仪式流产。政府经过一番斟酌后,依然在本月初把决标信颁给了马电讯。【点击:彭亨州公司半途拦截马电讯 高速宽频工程未知鹿死谁手】

第三竞争者也到场

事实上,高速宽频工程除了有马电讯和高速宽频科技私人有限公司这两虎相斗,财经周刊《The Edge》早前也曾报道,另一家本地互联网服务供应商Jaring的行政总裁莫哈末阿旺拉(Mohamed Awang Lah)连同一家名为Optical Communications Engineering的私人公司,也参与竞标。

莫哈末阿旺拉也是高速宽频科技今天的座上宾,当记者问莫哈末阿旺拉是否参与高速宽频科技私人有限公司的计划,他赶忙澄清,至今并没有与高速宽频科技有任何联系,今天只不过是以受邀嘉宾的身份到会。

无论如何,高速宽频科技私人有限公司不言弃的精神,也显示了他们的信心。该公司今天在推介礼上现场示范他们的产品――JALENAS的功用。苏柯阿末在会上一直强调,该公司纯粹是基建公用公司,只参与设计、建设及经营高速宽频。

高速宽频科技在建造好宽频的基建后,就形同扮演了互联网服务供应商和用户之间的桥梁,其建设可让互联网服务供应商通过该公司的基建设施,将服务传送给用户。

我国国人较为熟悉的互联网服务供应商,有马电讯的互联网服务(TMnet)、时光网络(TIME)、寰宇电视(Astro)等;这意味着,只要国内用户选用JALENAS的服务配套,就可获得参与的互联网服务供应商所提供的服务,而且只需每月付给JALENAS固定用费。

比马电讯占有优势

苏柯阿末也告诉记者,该公司所建议的模式,与马电讯的模式相比,的确是可取之处。该公司这项计划的营运总开销为马币105亿元,开始营运初期需要动用40亿元至50亿元,余下将近60亿元的开销,将取自公司接下来通过营运后所获的收入。换言之,该公司只需为初期所需的40亿元至50亿元而对外融资。

苏柯阿末(左图)也说明,这些开销经费将通过私人融资,绝不会动用政府资金,而且整个发展计划只耗时五年。相比之下,马电讯10年的发展费用为113亿1000万元,而且当中24亿元将会有政府投资。

此外,高速宽频工程也没有马电讯的包袱,因为马电讯为发展这项计划,必须对现有的通讯建设,进行翻新、转移等等工作;反观,高速宽频工程将建造全新的网络建设。

宽频对VADS好象没有什么直接利益。
只要提高网络使用率就可以了,这样才能够增加更多的网络管理服务。
