The government appears to be losing its patience with Hong Kong's Dairy Farm, which runs a RM4 billion-a-year business in Malaysia, and wants the company to find a local partner quickly.
Unlike its rivals, it is the only foreign hypermarket operator without a Bumiputera partner since it first entered Malaysia almost 10 years ago, although it has to do so under the law.

"We are pushing them (to secure a partner)," the Minister of Domestic Trade and Consumer Affairs Datuk Shahrir Samad told Business Times in an interview last week.

Dairy Farm International Holdings Ltd's retail business in Malaysia is operated under GCH Retail (Malaysia) Sdn Bhd.

Shahrir said if GCH cannot satisfy the 30 per cent Bumiputera partner requirement, it should restructure the business to get a partner easily. It could also float its shares on the stock market.
"We hope it is a final extension (to satisfy the Bumputera requirement) as I would like speedy resolution (of the matter)," he said.

It is learnt that normally, the government gives time for foreign investors to meet this rule and extensions could also be given.

GCH could not respond to Business Times' questions as under the rules, the Dairy Farm group must be silent in a period leading to the report of its financial results due sometime in early March.

Dairy Farm first entered the country in 1999 when it bought 90 per cent of the Giant business, formerly owned by the Teng family.

The remaining 10 per cent was sold by the Teng family in July 2001. Since then, the company has been completely foreign-owned.

In a 2006 interview with Business Times, GCH's then chief executive officer Datuk John Coyle said it may rope in a government-linked company as its local partner.

Then, GCH was considering institutions such as the Lembaga Tabung Angkatan Tentera (LTAT), the Employees Provident Fund (EPF) and Khazanah Nasional Bhd as a partner.

It is learnt that the sheer size of the retailer has made it difficult for many to buy 30 per cent of the business.

GCH has assets of RM4.2 billion in the year to December 31 2007, documents from the Companies Commission of Malaysia showed.

It made a net profit of RM86.7 million on revenue of RM4.02 billion that year.

For those with the financial muscle to buy, there may also be rules that prevent them from investing in a non-halal venture.

"They have to take a different approach. There may be objection because they sell alcohol or non-halal stuff.

"Perhaps certain parts of it can be put aside so that investment can be in (made through) another way ... they can do it (restructure) in such a way for the stake to be taken up," he said.

"I can see their problem. Maybe the only other way is to ask them to go for a listing.

"Obviously, I will have to start talking to them (GCH) and they should start re-examining what the options are," Shahrir said.

想象一下， 如果我是giant（或其他赚钱的企业） 的创办人要把公司的30% 成就给了一班饭桶， 真的很伤心。。。

Giant是香港的企业，under李嘉诚的。 Giant和Guardian Pharmacy都是abang adik，同属GCH的，所以你去那里看到有Giant，那它的附近就会有Guardian了，是不是？而GHC就是李嘉诚所有。

一边将要开放，不再强制性推行%土著股权，一边又逼人。。真是言行不一的政府！

更正,giant是dairy farm的子公司，dairy farm在香港注册,在新加坡上市，是Jardine Matheson Group的子公司

最好全部外资一起离开，给它们一个很大的教训。其实外资不用来这里也可以，全世界有这么多国家，可以赚更多钱。

我曾经在giant工作。。。
是在怡保的大扪。。。
里面的管理乱得要命。。。
尤其是货仓。。。
货物摆得忙乱的。。。
加上老板只会罚不会赏。。。
使里面很多员工都不服气。。。
有空就做一些对公司不好的行动。。。
而且老板很骄傲。。。
