公司 hold 着 salary . - Malaysia Labour law

请问各位高人帮我解答一下,

我的小妹打算到新加坡找工, 于是 resigned 了， 最后一天是 一月未，
HR 告诉他， 因为他要“出国”做工，所以的工钱会被扣留， 原因是公司要和政府方面察看我妹有没有欠任何的 tax。

请问， 这是正常的程序吗？

我妹是马来西亚公民 。

    正常的,公司on hold salary just in case any oustanding amount on tax need to be pay later.
    Once clear from tax (normally receieved letter from LHDN, company will release the payment to employee).

    这个很难讲,你都知道政府的工作效率咯.如果她要快,你叫她自己去LHDN跑一躺,会快一些.我曾经看过2个星期就好了,也看过3个月才好的.没有准确的时间呢.

可以去LOT10 附近的人民员工局去投诉的，去file report.

其实自从有了CP39后，很多公司都没在hold salary 咯,除非是high salary 的人，要不我都没hold 他们的salary.

对咯，我倒觉得是她的上司有意为难，其实可以在月尾就发薪水的。
