Share prices end mixed        KUALALUMPUR, Jan 14 — Share prices on Bursa Malaysia ended mixed today amidsustained buying interest in selective heavyweights, said dealers.
The Kuala Lumpur Composite Index (KLCI) was down 0.24 points toclose at 913.46, dragged down by losses mostly in Bumiputra-Commerce.It opened 2.01 points higher at 915.71.
The Industrial Index went up 2.59 points to 2,128.27, the FinanceIndex declined 48.16 points to 7,244.73 while the Plantation Indexdropped 5.42 points to 4,422.91.
The FBMEmas added 0.63 points to 5,986.92, the FBM30 decreased 11.77points to 5,885.13, the FBMMesdaq fell 9.69 points to 3,307.77 and theFBM2BRD moved up 25.98 points to 4,013.38.
Gainers led losers by 239 to 228 while 214 counters were unchanged, 570 untraded and 29 others suspended.
Volume narrowed to 453.953 million shares worth RM653.787 millioncompared to yesterday’s close of 515.745 million shares valued atRM760.196 million.
An analyst said, plantation counters continued to attract strong interest, with most buying activities initiated by local funds.
He said the market trend tomorrow would be similar to today and itis likely to be attracted to counters considered as government linkedcompanies.
“The KLCI is expected to move range-bound until the end of the week,with the level between 900 to 950, amid cautiousness in a gloomy globaleconomic environment," he added.
The volume on the Main Board decreased to 406.224 million sharesworth RM642.930 million from yesterday’s close of 453.519 millionshares worth RM748.440 million.
Turnover on the Second Board declined to 24.541 million shares worthRM712.105 million from 24.946 million shares worth RM7.409 millionpreviously.
Volume on the Mesdaq Market went down to 7.677 million shares valuedat RM1.879 million shares from 8.782 million shares valued at RM1.889million yesterday.
Warrants declined to 13.286 million shares worth RM1.275 millionshares from 26.712 million shares worth RM1.976 million previously.
For the actives, KNM dropped half sen to 48.5 sen, UEM Land rose 9.5sen at 83 sen, Tebrau increased 1.5 sen to 53 sen and MRCB added foursen to 87 sen.
Among the heavyweights, Sime Darby rose five sen to RM5.50, TenagaNasional dropped five sen to RM6.40, Maybank was unchanged at RM5.60and Bumiputra-Commerce was down 25 sen to RM6.75.
On a sectoral basis, consumer products accounted for 10.845 millionshares traded on the Main Board, industrial products 66.204 million,construction 44.481 million, trade/services 103.594 million, technology4.785 million, infrastructure 21.201 million, finance 23.879 million,hotels 569,200, properties 109.606 million, plantations 20.578 million,mining nil, REITs 389,900 and closed/fund 89,000. — Bernama

（吉隆坡14日訊）只要提供聯邦公路損壞的照片，工程部官員就可獲每張照片5令吉的獎賞！
工程部秘書長拿督斯里阿都慕尼今日宣佈，該部超過900名官員，只要發現聯邦公道損壞，就可向部門投報，每張照片可獲5令吉獎賞。

“我們這么做，是為了鼓勵官員，例如他們回鄉時，若發現聯邦公路有坑洞，就立即拍下並提呈部門，我們就會提供獎賞，部門也會立即展開修補工作。”

阿都慕尼今日為工程部，獲認可為國內首個5星級政府部門的儀式上，這么指出。

但他說，工程部不接受手機圖片短訊，而是要沖洗出來的照片。

他說，這項獎賞並未擴大至公眾，只限工程部官員，以便他們在路途也注意路面情況。

阿都慕尼也澄清，很多人以為聯邦公路屬于公共工程局擁有，但其實聯邦公路的“老板”是工程部。但是，有些部門在為聯邦公道作星級評分時，卻從未知會或與聯邦公路的“老板”商量。

“因為仍有很多人不曉得聯邦公路，由工程部負責，因此這項獎勵活動也可提醒他們，聯邦公路是屬于工程部官員的職責。”

阿都慕尼也解釋，目前，半島共有1萬6500公里的聯邦公路，並會在憲報頒佈至1萬8000公里。而在吉隆坡只有兩條聯邦公路，其他道路屬于直轄區部擁有。

他說，若在憲報頒佈為聯邦公道的路段，部長就有權申請公路維修撥款，並且有權決定由誰協助維修和保養。

“一般上，聯邦公路的維修，都交由工程部協助負責，但公共工程局並不擁有這些路段。”

SEATTLE, Jan 15 - Apple Inc. co-founder and Chief Executive SteveJobs said last night he is taking a medical leave until the end of June- just a week after the cancer survivor tried to assure investors andemployees his recent weight loss was caused by an easily treatablehormone deficiency.Apple's stock plunged 6 per cent.
Jobs, 53, said in a letter last week that he would remain at Apple'shelm despite the hormone problem, and that he had already begun a"relatively simple and straightforward" treatment. But in an e-mail toemployees Wednesday, Jobs backtracked.
"During the past week I have learned that my health-related issues are more complex than I originally thought," he wrote.Apple's shares have surged and crashed over the last year in stepwith rumors or news about the CEO's health and his gaunt appearance.While the top executive's health is an issue for investors in anycompany, at Apple the level of concern reaches fever pitch because Jobshas a hand in everything from ideas for new products to the way they'remarketed.
Investors fear that without Jobs, Apple will not be able to sustainits growth of the last decade, which has seen Apple branch out from itsMac computers into the iPod and the iPhone.
Last week, Jobs said his disclosure of his hormone problem was "morethan I wanted to say, and all that I am going to say" about his health.It came on the eve of Macworld, the biggest Apple trade show of theyear, and Jobs said he wanted everyone to relax and enjoy the show.
Even so, the limited amount of information in that announcement didlittle to soothe Wall Street's nerves. Medical experts not involved inJobs' treatment said it was unclear what was behind his weight loss,but some specialists said Jobs' past pancreatic cancer could be theproblem, since the organ makes digestive enzymes that are key fornutrition.
Apple's history of keeping information about Jobs' health underwraps is only fuelling the speculation. The company waited until afterJobs underwent surgery in 2004 to treat a very rare form of pancreaticcancer - an islet cell neuroendocrine tumour - before alertinginvestors. That type of cancer is easily cured if diagnosed early,unlike the deadlier and more common adenocarcinoma.
And last summer, Cupertino, Calif.-based Apple insisted Jobs' weightloss was due to a common bug, even as The New York Times citedanonymous sources who said Jobs had undergone "a surgical procedure" toaddress the problem.
"They'll tell you the least they can tell you," long-time industryanalyst Roger Kay of Endpoint Technology Associates said after Jobs'disclosure Wednesday. "They're trying to have it both ways, to protecttheir guy's privacy and feelings and at the same time somehow signalthe market."
Apple's chief operating officer, Tim Cook, will take over Jobs'responsibilities while he is on leave, though Jobs said he plans toremain involved in major strategic decisions.
Cook is seen as one of Jobs' most likely successors, along withApple's top marketing executive, Philip Schiller. American TechnologyResearch analyst Brian Marshall - who last week predicted Jobs wouldstep down this year - said the announcement tips the bets in Cook'sfavour.
"The company has been soft-signalling to the Street for a while nowthat Steve Jobs is not going to be CEO forever," he said. "This will besort of a trial period for Cook to be chief executive."
Cook lacks Jobs' charisma and showmanship, but is seen as a solid pick otherwise.
"Tim Cook is a very experienced and highly regarded chief operatingofficer," said Calyon Securities analyst Shebly Seyrafi. "He'squalified."

（吉隆坡）政府在首階段共發出1419張私人德士准證給吉隆坡、雪州、布城及芙蓉的德士司機，其餘私人德士准證將分階段發出。

商用車輛執照局目前正在處理7560張私人德士准證的申請，中部、東部、南部及北部商用車輛執照局處理的私人德士准證申請，分別為4510張、330張、1645張及1075張。

副首相拿督斯里納吉在“首批私人德士准證”頒發儀式上致詞時說，政府認為德士司機須每日承擔高達45至50令吉的租車費及汽油費，對德士司機不公平，因此政府決定發出私人德士准證，讓司機無須再繳付租車費給德士公司。

納吉也是內閣公共交通委員會主席，他表示，政府正在探討提高德士司機收入的方法。

善待遊客提昇形象

他表示，除了移民局官員及機場職員外，德士司機是遊客首批接觸的一群，德士司機給遊客留下的印象，將影響大馬的整體形象。

他說，德士司機必須具備“樂於助客”、有問必答、和善對待乘客、路不拾遺及誠實等良好態度。

出席儀式者包括企合部副部長拿督賽夫丁阿都拉、秘書長拿督慕沙莫哈末及商用車輛執照局主席拿督馬基曼。

2020年劃一大馬德士車款

納吉認同企合部長拿督諾奧馬的建議，即在2020年劃一大馬德士的車款和設計，推出“大馬標准德士”。

納吉說，政府希望普騰能在未來設計一種特定款式的轎車，作為大馬德士。

諾奧馬指出，他與慕沙莫哈末已會見普騰高層，以商討是否能在未來生產一種特定車款，作為大馬德士。

截至去年12月31日，商用車輛執照局共發出34萬3966張准證，其中半島的准證佔28萬9989張，當中有2萬8251張是德士准證。

（吉隆坡）東盟+3財長會議為應對這一波經濟海嘯，建議將共同外匯儲備基金提高50%至1200億美元（約馬幣4320億令吉），經濟學家認為，這將加強區域成員國貨幣緊急後備救援安全網，以便在緊急需要額外資金應付貨幣問題時獲得援助，減緩對整體經濟造成的壓力。
擬提高50%至1200億美元
經濟學家認為，在目前全球經濟風暴時刻，區域政府聯手加強貨幣緊急救援安全網自救，是合符時宜及正面的發展，以防資金外流，或是國內貨幣及資產出現劇烈活動、甚至是貨幣被投機客狙擊投機時，提供一臂之力，以自保及減緩殺傷力。
大馬評估機構首席經濟學家姚金龍表示，自1997/98亞洲金融風暴，設立區域共同外匯儲備基金的概念興起，初步在泰國建議的“清邁協議”下，各國是通過雙邊協議之下進行協助救急。
去年5月5日，東盟+3財政部長宣佈出資800億美元建立共同外匯儲備金，如今增加50%至1200億美元，可能也會加強或修改基金的借貸條件，不再過於依賴國際貨幣基金組織，因目前約80%的協議條件是依據此組織條款。
1998年，印尼、泰國及韓國的貨幣崩潰，被逼向國際貨幣基金組織求助，而其中借貸條件，包括涉及國家政府削減開銷、調高利率、及脫售國有資產等，使復甦之路蒙受莫大痛楚與壓力。
可減輕區域貨幣風險
姚金龍說：“區域共同外匯儲備基金，將減輕區域貨幣的風險，包括若貨幣被狙擊，嚴重資金外流、它將提供所需的游資支援，以確保投資者對市場的信心。”
目前全球經濟風暴，特別是美國次貸風暴使全球市場掀起清債（deleveraging）風潮，美元兌各國主要貨幣不跌反起，因為市場對美元需求“有增無減”，使區域貨幣兌美元匯率跌跌不休。
以外匯儲備基金應對合時宜
經濟學家說：“為避免區域貨匯競相貶跌所引發更大的後遺症，通過區域共同外匯儲備基金應對是合時宜的。”
東盟+3成員國通常會在萬不得已情況下，才會要求區域外匯儲備基金或是鄰國的金緩救助，如國內外匯儲備金跌至少過3個月的持續進口等情勢。
姚金龍舉例，越南於2007/08年面對嚴重的經濟過熱問題，外資撤離、資產價值狂跌、龐大財政赤字及匯股市崩跌等，都沒有要求區域外匯儲備基金的協助，反而咬緊牙根設法自救。
他說：“區域外匯儲備基金的主要目標，是為了確保亞洲市場的信心。”
這1200億美元基金，其中80%將由日本、中國及韓國承擔，其餘的20%則東盟10國捐獻，包括泰國、印尼、大馬、新加坡、菲律賓等5國各自捐獻35億美元。

促進區域合作
1997/984爆發亞洲金融風暴後，為加強區域的政策對話及經濟監督，克服危機及迎接經濟全球化的挑戰，“清邁協議”為一重大區域合作的主要里程碑之一。
“清邁協議”是於2000年在泰國清舉行的東盟+3財長會議上達致；主要建立貨幣互換協議網絡，決定擴大東盟原有貨幣互換的資金規模，並號召東盟國家及中、日、韓在自願基礎上，根據共同達成的基本原則，建立雙邊貨幣互換協議，以便在一成員國發生外迎匯流動短缺，或出現國際收支問題時，由其他成員國集體提供應急外匯資金，以穩定區域金融市場。
互換協議促進經貿
貨幣互換協議是兩個國家通過推動雙邊貿易與投資，以促進兩國的經濟成長，在有必要時互相兌換某約定數額的對方貨幣的協定。
舉個例子，中國人民銀行於今年2月8日，就與大馬國行簽署貨幣互換協議，當時的協議互換規模為800億人民幣/400億令吉。而協議實施期限為3年，若雙方同意可以展延。

馬幣應聲而起
東盟+3財長會議建議擴大區域外匯儲備基金規模至1200億美元，區域貨幣市場給於積極反應，馬幣匯價止跌回揚近1%，亞洲貨幣也普遍揚升。
今日（週一，2月23日）馬幣兌美元匯率一度回揚0.96%至3.6537令吉。上週馬幣下跌2.3%至3.6890令吉，創下20個月新低水平。
分析員表示，馬幣匯率回揚，除了東盟+3財長會議傳出的利好，馬幣已經超賣，壞消息已出盡，也是回揚主因。截至週一下午5時，馬幣兌美元匯率掛3.63530。
亞幣不應“惡性”貶值
亞銀總裁黑田東彥表示，亞洲國家必須合作穩定匯率，而不是競相將貨幣貶值，這結果會導致匯率波動隱憂提高，也讓區域的貨幣分歧越來越大。
基於出口萎縮，以出口為經濟動脈的亞洲國家只有通過貨幣貶值促進出口，韓元貶值了37%、印尼盾巨貶23%，馬幣從最高也挫了17%，台幣、新幣和泰銖都走上貶值之路。反之日圓卻揚升了14%。
匯率穩定對區域經濟重要
黑田說：“匯率穩定對區域經濟和貿易表現非常重要，有助加速區域間貿易活動和投資動向，競相貶值，互相競爭對大家都沒有好處。”
10年前的亞洲貨幣風暴，禍根就是從貨幣巨貶開始。
他認為，最令人擔憂的不是出口衰退、資金外流或匯款減少，而是消費者與企業缺乏信心、減少內需，人們再度回到貧窮。
黑田表示，亞洲經濟體貨幣與財政狀況不一，沒有所謂一體適用的政策藥方，最好的方法是適合特定國家需求的綜合性財政、貨幣與金融政策，並進行結構改革。
