我有个中国朋友单身女性要来东马旅游，签证是不是很难办？是不是需要抵押金一万还要担保人，能够办1个月的吗？

应该是“ 部 厅 处 科 ”吧。
部长是国家的，厅长是省里的，处长科长就小很多了。
