请问发球Fault是怎样判断的？

昨天看德国女单中了很多次Service Fault，
她是开高球的，下面打上去，这样也会Fault吗？？

如果严格来讲单单是“球拍不能过腰部”这一项很多球员都犯规了，有些何止过腰，简直都到颈部都有，球证是看着来办的。。

應該是以球拍的最尾端做標準，只要球拍沒完全超過腰部都不算Fault。
