    This birthmark will follow the child grow up, will become bigger, this one some time will grow bit hair among the black color area. This birthmark can cure by laser only, but she is too young, cant do laser! Must wait her at least 16 above only can do laser. BUT the laser CANT promise u can remove until clean and clear, only can lighten the color oni. And the laser treatment cost u very expensive and will painfull as well. And also got downtime....
     From my advice, dun do anything yet, or u can consult skin specialist....
