LCL Corp Bhd founder and managing director Low Chin Meng lost controlof the Selangor, Malaysia-based interior design company after it said adebt crisis in Dubai forced it to default on loans.

CIMBIslamic Bank Bhd. sold 16 million of Low’s LCL shares, representing hisremaining 11.2 per cent stake in the business, that were pledged assecurity against financing, Malaysian stock exchange filings show.

“Whenthe company was growing at a fast rate it needed short-term capital tomeet orders,” Nigel Foo, an analyst at CIMB Investment Bank Bhd, saidin a telephone interview from Kuala Lumpur today.

“To achieve this Low personally pledged his own shares.”
LCL, which derives most of its income from the United Arab Emirates,said December 10 it had been “severely” impacted by financial turmoilin Dubai and defaulted on RM72 million of loans from Affin Bank Bhd andBank Islam Malaysia Bhd because clients in the sheikhdom hadn’t paidbills.

State-ownedDubai World roiled markets worldwide December 1 when it said it was intalks with creditors to restructure US$26 billion of debt built upduring the emirate’s six-year real estate boom.

LCL had RM376 million of net debt as of September 30, according to a December 11 report by CIMB’s Foo.

Inaddition to loans from CIMB the company borrowed from AMMB HoldingsBhd, Alliance Bank Malaysia Bhd, Bank Muamalat Malaysia Bhd, EONCapital Bhd, Public Bank Bhd., Standard Chartered Plc, Kuwait FinanceHouse and Royal Bank of Scotland Group Plc, according to its December10 statement.

LCL jumped as much as 8.7 per cent today and rose6.5 per cent to 24.5 sen at the 12.30 pm break in Kuala Lumpur, givingthe company a market value of RM35 million.  The stock has plunged 65 per cent this year.

Contents : 1. INTRODUCTION

Pursuant to Practice Note 1/2001 of the Main Market Listing Requirements of Bursa Malaysia Securities Berhad (“Bursa Securities”), LCL had on 10 December 2009 announced that it had defaulted in its payments. The Board of Directors of LCL hereby announces that LCL is considered a Practice Note 17 (“PN17”) Company pursuant to Paragraph 2.1(f) of PN17 as the Company is unable to provide a Solvency Declaration to Bursa Securities (“the First Announcement”).

2. OBLIGATIONS OF THE COMPANY AS A PN17 COMPANY PURSUANT TO PN17

Pursuant to the PN17, LCL is required to comply with the following:

(i) within 12 months from the date of this First Announcement:

submit a regularisation plan to the Securities Commission (“SC”) if the plan will result in a significant change in the business direction or policy of the Company;

or

submit a regularisation plan to Bursa Securities if the plan will not result in a significant change in the business direction or policy of the Company, and obtain Bursa Securities’ approval to implement the plan;

(ii) implement the regularisation plan within the timeframe stipulated by the SC or Bursa Securities, as the case may be;

(iii) announce within three (3) months from this First Announcement, on whether the regularisation plan will result in a significant change in the business direction or policy of the Company;

(iv) announce the status of its regularisation plan and the number of months to the end of the relevant timeframes on a monthly basis (“Monthly announcement”) until further notice from Bursa Securities;

(v) announce its compliance or non-compliance with a particular obligation imposed pursuant to the PN17 on an immediate basis;
 
(vi) announce the details of the regularisation plan (“Requisite Announcement”) and sufficient information to demonstrate that the Company is able to comply with all the requirements set out under paragraph 3.1 of PN17 after implementation of the regularisation plan, which shall include a timeline for the complete implementation of the regularisation plan. The Requisite Announcement must be made by a corporate finance adviser that may act as a principal adviser under the Securities Commission’s Guidelines on Principal Advisers for Corporate Proposals;

and

(vii) where the Company fails to regularise its condition, announce the dates of suspension and de-listing of its listed securities immediately upon notification of suspension and de-listing by Bursa Securities.

3. CONSEQUENCES OF NON-COMPLIANCE WITH THE OBLIGATION

In the event LCL fails to comply with the obligations to regularise its condition, all its listed securities will be suspended from trading on the next market day after five (5) market days from the date of notification of suspension by Bursa Securities and de-listing procedures shall be taken against the Company, subject to the Company’s right to appeal against the de-listing.

4. STATUS OF PLAN TO REGULARISE CONDITION

The Board of Directors of LCL is looking into formulating a regularisation plan to regularise the financial condition of the Company. Upon completion, the requisite announcement detailing the regularisation plan shall be announced to Bursa Securities in due course.

This announcement is dated 15 December 2009.

    收也轮不到它啦。
    多少大公司，尤其是欧洲银行被套了。
    可能要损失部分资产，如果重组成功的话。

這家銀行真是夠黑心了，清了他的股票，等於把LCL打入地獄，因為一但他不是負責人的話，毒拜那里的人可以否決權不還錢給LCL，因為大多的合約工程都是這位大股東去銀行借錢來投標這些大工程，所以現在銀行清了他的LCL的股票，那麼對他來講，等於自已的家財全部被吃光了。

而且可以還要自已破產人士。

他也是笨到用自已的股票去做擔保，分分鐘自已變成了負債之人，公司賺錢，大家投資者高興，公司破產，投資者不必面對被人家告破產，而他卻要擔保，真是有苦自已知，公司一出事，那些非大股東者個個先走人，不必和他一起被告，最多只是罰款錢而已，因為他們沒有去做借錢擔保人，而大股東LCL的发起人就慘了，現在連股票也給賣光了，公司的控制權也沒了，就算公司突然收回錢，他們不能做主了，因為控制權在別人手里，到時後就會開股東大會，否決他，叫他離開內部，最後變成了，公司沒了，錢也沒了，還要欠下銀行的錢，真是黑到底了。

這家銀行是黑面吸血鬼，都還有希望重組的機會，反而先下手為強，變賣了他的股票，真是夠絕了。

老板已经卖完票，所以才让它倒闭的，银行的票已经无所谓了。
去看看以前8year唱好的时候是多少钱的。那个时候的量是怎样的！

大老板就像megan的老板一样去享福了。（反正都不会被捉去坐牢。）
